Supposedly there’s an English version somewhere in this rar archive; that’s according to the source. But like the last couple of versions, I don’t see it… So with that said, if you’re working with CTF or PTF themes and you know Chinese, then here you go… Create ‘em, extract ‘em, and convert ‘em for just about any firmware version.
